Green light for Portmore roundabout improvement scheme

Devon County Council’s Cabinet has today agreed a new £1.58m congestion busting scheme to improve Portmore Roundabout on the A361 North Devon Link Road.
With over 2,000 vehicles using the roundabout during the morning and evening commuter periods, and increased traffic during peak holiday periods, capacity is often exceeded putting pressure on the local road networks.
Now plans have been drawn up to improve the junction and reduce delays. They include increasing the size of the roundabout and providing an additional traffic lane through the junction, as well as incorporating a new fourth arm to serve new residential and employment land on the Mount Sandford Green development.
Cllr Andrew Leadbetter, Devon County Council’s Cabinet Member for Economy and Growth, said:
“This scheme is a critical part of our wider long term strategy to improve the reliability of journey times on the North Devon Link Road and its connectivity to the M5, and will deliver immediate benefits for road users.
“There has been widespread support for improvements to the route, and our priority has been to focus on junctions which are most important in keeping traffic moving, particularly on the busiest sections around Barnstaple.
“Portmore Roundabout is the main eastern access for Barnstaple and is a key junction on the A361/ A39 strategic corridor, and with proposed housing and employment growth in the area it is vital that improvement work is carried out in order to manage the increased traffic demands.”
The scheme increases the size of the current roundabout to enable approach arms and exits to be widened to provide two dedicated traffic lanes through the junction in order to increase capacity, reduce delays and improve journey time reliability. Widening the exits from the roundabout onto the A361 also means there is future provision within the junction layout for widening the A361 between Landkey and Rumsam junctions.
The proposed new fourth arm of the roundabout would serve Mount Sandford Green and provide access to a new link road potentially required as part of this development.

A combination of The Local Growth Deal (funded by the LEP) and development scheme funding is supporting a number of improvements proposed along the North Devon Link Road/A39 corridor.
The recent funding announcement from Government will boost the county council’s ability to work up design options for the North Devon Link Road. We are currently in negotiations with the DfT on the scope of the study that is to be undertaken.
