South Devon Highway – first phase of completion works announced

The constructor of the South Devon Highway, Galliford Try, has announced the next phase of completion works alongside the newly opened road.

This will require a temporary closure of Torquay Road between the Aller roundabout and the Romany Jones junction for a period of around five weeks. Diversion routes will be signposted and businesses and residents have been informed.

The works are being carried out in order to complete the junction of Torquay Road and the new extension to Aller Brake Road. The road alignment will also be improved.

Although the South Devon Highway was open to traffic in December, work on the surrounding area around the project will continue into 2016 to complete various elements including landscaping and the surfacing of local roads surrounding the new route.

The decision to undertake these essential works now was made to minimise disruption to road users: the opening of the South Devon Highway to traffic has substantially reduced the amount of traffic using this area.

As the volume of traffic on Torquay Road is substantially lower, with most of the traffic using the new road, disruption will be limited. However, motorists using the proposed diversions are encouraged to adjust travel times and routes where possible during peak traffic times.

Temporary signals will be put into place and access to local businesses, residents and bus routes will be maintained.

Traffic will be diverted along the new A380 and via Kerswell Gardens signalised junction. An alternate route along the newly extended Aller Brake Road, through Aller and via St Marychurch Road will also be available, although controlled by temporary traffic signals.

The number 12 bus will maintain a route through Aller, through Kingskerswell and along the new Aller Brake Road extension. This route will also be the diversion route for the number X46 and 66 buses.

Traffic will be diverted onto the A380 southbound then into Kingskerswell via Hamelin Way/Kerswell Gardens or onto Torquay.

The diversions will be in place for approximately 5 weeks from 11th January 2016

The exact schedule of closures is being reviewed on an ongoing basis – the weather, among other factors, has an impact upon the construction activity programme.

    Congrats to the prompt delivery of Phase 1. The bypass is saving a huge amount of time for those users in and around the Torquay, Newton Abbott area, however, there are some grave concerns to note by users. Firstly, 1) the link road is not lit and during bad weather and short daylight hours, any breakdowns on this road, are potentially, a huge risk to users safety. Was there no budget for safety for lighting..? Additionally, 2) there are NO pull-off areas for breakdowns, and the verges curbs are huge, meaning traffic will inevitably build up behind on the carriageways, this does not include the danger brought about by point 1). Finally, being a frequent user of this road, I have noticed the drainage and run off, especially after heavy rain, which we have suffered a lot of lately is not draining from the road, centres and sides. This maybe due to the clay soil are holding the water, but this inevitably finding it’s way onto holding “troughs” on the carriageway itself, causing mirror like conditions. Being a new carriageway this has the opportunity of promoting aqua planning due to the increased oil contained in the road material, causing sever and sudden loss of traction in certain conditions. Has a Risk analysis been performed on the quality of the build, the lighting and the water run off, if so, where can I find a copy..?

    • Thank you for your constructive comments. The link road is not lit because it is County policy to minimise the amount of light pollution and energy consumption. Therefore street lighting on rural roads is not promoted. Where there is a higher level of turning traffic and traffic manoeuvres – such as at the major junctions – lighting is considered beneficial for safety reasons.
      In regards to the lack of pull-off areas for breakdowns, it is not normal practice to have continuous hard shoulders except on high speed motorways.
      The South Devon Highway has a verge wide enough to accommodate a broken down vehicle with a kerb at the standard height.
      In response to your points about drainage and the clay soil, the verge topsoil was laid late in the winter and has not yet had sufficient time for the grass to grow. When the grass has established the verges will hold surface water and allow it to drain through the filter material below.
      Finally, yes, the contractor carries out numerous tests and checks to ensure the works complies with the appropriate specification and national guidelines. In addition an independent safety audit is undertaken prior to the road being opened to traffic.

      Testing certification has been ongoing on this project for the last three years and once complete it will be collated and archived. Because of the sheer size and number of tests and documents involved it will not be practical to provide copies of this. If there is a specific area of concern, the relevant testing details can be provided upon completion of the handover documentation.
