A new route linking Exeter with developments to the east of the city has been completed and has opened to traffic.

The Tithebarn Link Road provides an alternative route avoiding M5 Junction 29, connecting the city and the Exeter and East Devon Growth Point, including the developments of Cranbrook, Skypark and the Exeter Science Park.

The route includes a 60 metre span pedestrian and cycle bridge alongside the existing bridge just north of Junction 29 of the M5. The bridge opened for use in February.

Councillor Andrea Davis, Devon County Council Cabinet Member for Infrastructure, Development and Waste, said: “The first phase of the road, between Cumberland Way and Anning Drive, opened in 2015, but the entire route is now open, completing the connection between Exeter and major developments to the east of Exeter. This link is another important step in supporting the growth of Devon’s economy and it’s another example of partnership working to help deliver that.”

Councillor Stuart Hughes, Devon County Council Cabinet Member with responsibility for cycling, said: “This is a huge improvement to walking and cycling routes between the city and its eastern outskirts, to make sustainable travel a realistic and convenient option. Removing the southern footpath on the existing Tithebarn Lane overbridge has created more room for two-way traffic, and the new bridge provides a dedicated crossing for pedestrians and cyclists which complements Redhayes Bridge by creating a greater choice of direct routes over the motorway.”

The link road and pedestrian cycle bridge scheme has been funded with over £4 million from Highways England’s Growth and Housing Fund, as well as developer contributions.

Ian Parsons, Senior Planning Manager for Highways England, said: “We’re committed to working with local partners to deliver specific projects such as the Tithebarn Link Road and pedestrian cycle bridge scheme, which will make a real difference to communities and support regional economies.

“In this case, we are pleased we have been able to support Devon County Council and contribute to growth in the Exeter area by helping to deliver a cycle and pedestrian bridge which provides a vital link for sustainable transport, for both new communities and businesses.

“The improvements are vital to accommodate the extra journeys the developments will create and we will continue to use our Growth and Housing Fund and work with a range of local stakeholders to unlock further development sites around the country.”

In order to support sustainable transport, through traffic on Blackhorse Lane has been removed. This means that, in combination with the cycle route improvements on Cumberland Way, pedestrians and cyclists will benefit from over 2km of enhanced connectivity between Cranbrook and the city. Anning Road, which served as an interim link road, will be traffic calmed to retain the low speed, campus-style environment at Exeter Science Park.

The Tithebarn Link Road follows over £100m of transport infrastructure investment in recent years to support growth in the East of Exeter area, including the development of Cranbrook rail station, Clyst Honiton bypass and improvements to Junctions 29 and 30 of the M5.

    As suggested above the junction of the Tithebarn Link Road and Honiton Road needs to be a converted into a roundabout to make it safer.

    It would be a lot better if half the clutter was removed so you could see what is road, cycleway, footpath, and crossings. The proliferation of different surfaces and levels is very distracting. I’ve only driven it twice and had one near miss as a cycle came across a zebra crossing from my right at about 20mph.

    Tithebarn Link has had significant impacts on the surrounding area, not only that, but the junction with Honiton Road (old A30) is chaotic and dangerous.

    Langaton Lane is now permanently flooded with running water as a result of developments on the Science park and Tithbarn. The junction from Langaton Lane and Tithbarn is also too narrow with the alignment of the pavements causing a problem of vehicles being force into the centre of the junction.

    The junction onto the Tithbarn Link really needs to have a roundabout instead of the current confusing situation that is currently there. The road, whilst vital, has not been designed or planned well at all.

    The surrounding area and roads are a mess with stones, mud, roadworks, temporary traffic lights and traffic delays from the continuous housing development being forced upon the area. The original road infrastructure has been left in disrepair with massive potholes in adjoining lanes that have never had to cope with the traffic that now comes through. New roads maybe beneficial but it’s no good if everywhere else is being run ragged. The pinhoe area needs more of the growth and housing funds spent on maintaining and improving its existing roads and lanes please.
